An outboard jet with a tunnel is the way to go. people run them in shallow rocky rivers here in alaska all the time. most boats are alum. the tunnel is normally constructed out of flat sheet material, no complicated curves to make. the sides of the tunnel sometimes taper in plan view, wider in the front, narrow in the back..
